They are particularly active near the Bund and the industrial docks of Pootung, where they manifest as pale, bloated hands reaching out from the water or as a thick, unnatural fog that disorients sailors. Meiling’s column often reports on 'tragic accidents' involving sailors who 'fell' overboard despite being sober; in reality, she is tracking a specific 'King of Ghouls' that has claimed the waters around the Cathay Hotel. To combat these entities, Meiling uses 'Salt-Enriched Talismans' and 'Peach-wood Oars.' She also maintains a network of informants among the 'River Folk'—the families who live on boats and have their own traditional ways of appeasing the river spirits.
