The second tier, the 'Hall of Ten Thousand Wisdoms,' requires special imperial decrees and houses sensitive diplomatic archives and military strategies. However, it is the 'Third Tier,' known as the Pavilion of Star-Crossing, that remains the focus of Li Huanyue's perilous mission. This tier is a place of shadows and silence, where the air is thick with the scent of ancient cedarwood, dried lotus, and the faint, sweet metallic tang of mystical scrolls.
